List of EPD Registers of Asbestos Professionals

Before carrying out any asbestos removal work, the owner of the premises concerned is required to submit an asbestos investigation report and abatement plan prepared by registered asbestos consultant to EPD at least 28 days in advance. The owner is also required to notify EPD of the date of commencement of such work at least 28 days in advance. All asbestos removal work must be carried out by registered asbestos contractor and supervised by registered asbestos supervisor. During the asbestos abatement work, the work should be monitored by registered asbestos consultant and airborne fibres should be monitored by registered asbestos laboratory.
Asbestos consultants, contractors, supervisors and laboratories must register if they want to practice in the asbestos abatement profession.
The registers of registered asbestos consultants, contractors, supervisors and laboratories are kept by EPD and open to the public for inspection.

What are the respiratory protective equipment that have been approved by the Commissioner for Labour for protection against asbestos dust at work?

The Commissioner for Labour has approved a list of respiratory protective equipment for protection of workers against asbestos dust under Section 4 of Factories and Industrial Undertakings (Asbestos) Regulation, Chapter 59AD. They are grouped under five categories and listed in Labour Department’s web pages.

Concise Guide to Control of Asbestos (EPD)

14. Apart from the power of issuing Asbestos Abatement Notice to abate asbestos emissions, the Ordinance also provides a registration system to control asbestos work. Asbestos consultants, contractors, supervisors and laboratories must register if they want to practice in the asbestos abatement profession. The registers of registered asbestos consultants, contractors, supervisors and laboratories are kept by EPD and open to the public for inspection.
15. All asbestos removal work must be carried out and supervised by registered personnel in compliance with prescribed standards.
16. The Ordinance also bans the importation or sale in Hong Kong of any quantity of 2 types of asbestos, namely amosite and crocidolite, or any item containing the said asbestos unless it is goods in transit or having exemption under the Ordinance.

Laws & Regulations - Air Pollution Control Ordinance (EPD)

The Air Pollution Control Ordinance (APCO) is the principal law for managing air quality. Regulations cover specific areas related to air pollution, such as power plant emissions, motor vehicle fuel and emissions, asbestos control, volatile organic compound (VOC) emissions, construction dust and industrial emissions.

In Section 51 - 80 of Control of Environmental Asbestos, apart from the power of issuing Asbestos Abatement Notice to abate asbestos emissions, the Ordinance also provides a registration system to control asbestos work. Code of Practice for Asbestos (LD)

Occupational Safety and Health Branch of Labour Department has issue a Code of Practice for Safety and Health at Work with Asbestos on July 1998.
This COP is an approved COP issued by the Commissioner for Labour under Section 7A(1) of the Factories and Industrial Undertakings Ordinance (Cap 59) for the purpose of providing practical guidance in respect of the provisions of the Factories and Industrial Undertakings (Asbestos) Regulation (L.N. 74 of 1997).
